How can I get the chrome on my vintage bike really shine and look less harsh?

I just bought a Schwinn Hollywood of the 60 or 70 years and am trying to clean up. The chrome parts have been re-painted, so I used 220 steel wool and very fine sandpaper to take the painting, then to try and gloss polished chrome up. The problem is that, I thought using a very fine grained, not Aer small scratches everywhere from the paper sandpaper. It's shiney and all, but simply not correct. Any idea what can be used to remove some fine scratches? I'm thinking is impossible!

SIMICHROME Polish. It has been used by us for decades old car restorers. If you will not fix the problem at all.
